Dr. Al-Raisi

Major General Ahmed Naser Al-Raisi is one of the most prominent law enforcement leaders in the United Arab Emirates. With four decades of experience, he is an expert in policing, digital transformation, forensics and international anti-crime coordination.

Career

Dr. Ahmed Naser Al-Raisi brings over four decades of law enforcement leadership, having joined Abu Dhabi Police in 1980, rising through the ranks before being appointed Inspector General of the Ministry of Interior (UAE) in 2015.

He served as President of INTERPOL from 2021 to 2025, guiding the organisation’s global policing agenda, strengthening cross-border cooperation and advancing digital policing tools.

He also serves as the Chairman of the Board of Trustees of the American University in the Emirates, Chairman of the Board of Directors at the Baniyas Sports and Cultural Club, and President of the UAE Equestrian and Racing Federation, reflecting his long-standing commitment to education, community development, and sports in the UAE.

Key Achievements

Led a comprehensive transformation of INTERPOL, expanding staff diversity from 115 to 141 countries represented within the Organisation and achieving unprecedented representation from Africa, the Americas, and Asia-Pacific.

 Oversaw INTERPOL’s digital transformation, launching advanced platforms such as IMD, ICORE, and NEXUS to enhance cross-border cooperation and operational effectiveness.

Championed governance reforms and the adoption of INTERPOL’s Five Year Strategic Framework, resulting in greater transparency, sustainability, and readiness to tackle 21st-century crime.

Under his leadership, INTERPOL introduced the Silver Notice, enabling member countries to trace and recover criminal assets globally.

Led the transformation and digitization of police services, resulting in the provision of more than 200 policing services through smart platforms. As a result, the UAE was ranked 21st on the United Nations E-Government Development Index (EGDI) in 2020.

Contributed to the development of the Tetra system, a state-of-the-art communication technology that enhances police efficiency and facilitates accelerated responses to citizen calls.

Led the Geographic Information System (GIS) project at the Abu Dhabi Police General Command. The system helps analyse crime through spatial analysis, tracking patrols, etc., and is instrumental in providing information for effective crisis and disaster management, as well as distributing police resources.
